Policies and fees
Plain-language summaries of our policies. Your lease and the Community Rules and Regulations you sign at move-in are the full text. Questions? Call (651) 689-4830.
Equal housing opportunity
- We consider every request for a reasonable accommodation. Ask any member of our team. You can ask out loud; we can fill in the request form with you.
- A service animal or an approved emotional support animal is an assistance animal, not a pet.
- An assistance animal doesn’t count toward the 3 pets allowed per apartment.
- An assistance animal has no pet fee, no pet rent and no deposit.
- An apartment with an assistance animal pays the one-time pet fee only if it also has a pet that isn’t an assistance animal.
- A resident is responsible for any damage their assistance animal causes.
- When it isn’t obvious that a dog is a service animal, staff may ask only two questions: is the dog a service animal required because of a disability, and what work or task has the dog been trained to perform?
- Staff don’t ask for paperwork for a service animal, ask about the person’s disability, or ask the dog to show its task.
- An emotional support animal is approved through the Reasonable Accommodation (RA) Packet.
- A request for an emotional support animal needs Norhart’s Reasonable Accommodation (RA) Packet filled out by your healthcare provider. If you have a visible or obvious disability and ask us verbally, our staff can fill out the form, and we review whether the request is reasonable.
- Every dog must be registered with PooPrints through a DNA test, whatever its medical or emotional support status.
- An assistance dog’s DNA test has no extra fee.

Pets
- Pets are welcome at all our communities, and we welcome all breeds. Up to 3 pets per apartment, any mix of cats and dogs, with no weight limit; more only with our written approval.
- A one-time, non-refundable pet fee of $450 per apartment, plus pet rent: $55 a month for a dog and $45 a month for a cat. There’s no pet deposit.
- Dogs are registered with PooPrints DNA. The test for your first dog is free; a second dog’s is $50.
- Every pet needs a pet profile with a photo and vet records before it moves in. We don’t allow visiting pets. Fostering is case by case, so talk to the office first.
- Keep dogs on a leash and under control. Clean up after your pet right away; not doing so can mean a $300 fine per incident. Pets that endanger people, or keep barking and disturbing neighbors, can lose their place.
- We never require declawing or devocalizing.
Parking
- Each apartment can use one free surface parking spot, first come, first served. A spot isn’t guaranteed.
- More vehicles can rent underground parking where it’s available. If underground is full, or your vehicle won’t fit underground, a second surface spot is $30 a month. When underground is full, we add you to the waitlist until a spot opens.
- Hang your parking permit on the rear-view mirror, number facing out. Underground spots are assigned. Cars without a permit, in no-parking zones or in someone else’s spot are towed at the owner’s expense. Vehicles must run and be registered.
- An underground spot stays on your lease until the lease term ends. To cancel it at the end of your lease, give 60 days’ written notice.
- Garages and underground stalls are for vehicles only, not storage. No vehicle repairs on the property. Move your car when we post notices for snowplowing or lot cleaning.

- At our other communities you set up electric yourself (and at Gateway Green Townhomes, water and gas too).
- Trash is $12.50 a month at our apartment communities. At Gateway Green Townhomes, you arrange your own.
- Norhart internet is an optional paid service at Encore, Gateway Green, Mill Pond, Legacy Pointe, Heritage Heights and Springwood, from $50 a month. Everywhere else, choose your own provider.
- Minnesota law requires heat of at least 68 degrees from October 1 to April 30. No heat in winter is a maintenance emergency: call us any time.

Moving in, moving out and deposits
- Our standard security deposit is one month’s rent. Screening (mainly credit and income) can change it; we tell you the amount after you apply. There’s no pet deposit.
- Depending on your screening, you may be able to choose a deposit waiver instead: a non-refundable monthly fee that varies with your screening or credit.
- Deposits, first month’s rent and anything else owed are due before you get keys. Paying on move-in day? Bring certified funds.
- Renters insurance is required. We recommend at least a $100,000 policy.
- Fill out your move-in checklist and return it within 72 hours, or the apartment is taken as in like-new condition. You can also ask us for an initial inspection.
- To move out, give 60 days’ written notice (email counts). Without notice, your lease renews for another term.
- Move out and return your keys by 12:00 noon on your last day. Take everything: anything left behind must be held for 28 days, and removal and storage costs can come out of your deposit.
- You can ask for a move-out inspection, done no earlier than 5 days before you leave.
- Your deposit, minus any charges, is returned within 21 days of moving out.
- A roommate leaving early? The roommates staying need to qualify on income, everyone signs a roommate release, and there’s a $50 lease change fee. Everyone stays on the lease until we sign the release.
- Under Minnesota law, victims of domestic violence, criminal sexual conduct or stalking can end a lease early, under certain conditions, with written notice. We keep that notice confidential. Ask us for the details.
- Want to end your lease early for another reason? When we allow it, it costs 3 months’ rent, and you give 60 days’ written notice. It isn’t always available, so ask us first.
- Moving to another Norhart apartment? The transfer fee is $250.
Community rules
Highlights from the Community Rules and Regulations you sign at move-in.
- Quiet hours are 10 pm to 7 am.
- All Norhart communities are smoke-free, inside and out, including vaping, marijuana, cars and parking lots. Smoking is only allowed at designated smoking stations.
- Guests staying more than 7 days in a month need to be added to the lease. You’re responsible for your guests.
- No grills on decks or balconies, and don’t store them on patios. No charcoal, gas or propane grills within 20 feet of a building.
- Balconies are for outdoor furniture and plants, not bikes, storage bins or trash. Don’t leave belongings in hallways or common areas.
- Take your trash out promptly; bags left in hallways are $30 each. Tell us before throwing out large items like mattresses ($100 each).
- Don’t prop building doors open.
- Hang pictures with nails and mount your TV if you like. Please don’t paint, wallpaper or use 3M strips.
- No waterbeds. Fish tanks under 10 gallons are fine, though we may ask you to add to your renters insurance.
- Think you have pests? Don’t treat them yourself. Tell us and we’ll send a technician to inspect for free.
- Guests use amenities only with a leaseholder. Minors need adult supervision. No alcohol, tobacco or vaping in amenity spaces.
Under Minnesota law, we give at least 24 hours’ notice before entering your home for routine reasons, with a time between 8 am and 8 pm.
Emergencies
- Life-threatening emergency? Call 911.
- After-hours maintenance emergencies are things like flooding, other water emergencies, no heat in winter, a security breach, sewer backups, doors that won’t work, sparking, and no power in your home only (not an Xcel, building or city outage).
- Non-emergency calls after hours can mean a fine of up to $150.
Privacy
- Our Privacy Policy says what we collect, what we do with it, who we share it with, and your choices.
